A Democrat from South Carolina, he was a member of the US House of Representatives 1911–25 and the US Senate 1931–41 before being appointed to the Court by President Franklin D. Roosevelt. He resigned a year later to take several federal positions in the war effort, and from 1945 to 1947 was US secretary of state.
